When you rip a raging blast model with Noesis tool, it rips its skeleton too. So the ripped model is already rigged.

how do you know he used that exact program? before making accusations you could ask what tool he used to rip the model instead of just going "you did this and this"

There is no other way to rip that model. Only the noesis tool can extract.
It extracts the model with textures and skeleton.
The extracted model need some fix after that, because noesis can't handle the morph frames like head, face and it merges them to one mesh.
It isn't so easy to separate those frames without losing the original rig. To fix it is as hard as to rerig the model.
