I want to ask that which type of server is much protected.
With RCON Password Protected?

Without RCON Password Protected?

I don't really understand your question. RCON passwords have nothing to do with how "protected" your server is from initial attacks. All RCON helps you do is kick or banish people who break your rules, and you indeed SHOULD use a unique password for it.
If you've meant the regular server password, it needs extreme attention and good handling otherwise it'll get leaked and everyone will enter.

Yesterday I gone in one server but it was not integrated with any rcon and I tried to enter beepboop but I was not able to control the server. that's how a server which don't have rcon is much protected.No one can control it.

No control =/= protection. If someone decides to ruin everyone else's fun, no-one can stop him.
So I'd say an RCON password is overall better because a select few people can keep others from abusing game mechanics.
