is there a way to edit the config file so when ZEQ2 boots the sounds quality is always set to low instead of high?

If you adjust the menu option or cvar connected to the option, it should always be whatever your last settings were. Additionally, you should be able to change default.cfg to control what the cvar resets to by default.

For what reason are you needing sound quality to be on low though?

everytime I shut down the game and then start t again all the settings remained as I left them except for sound, just trying something on a lower end laptop
