Yes, and no. You speak of two projects. ZEQ2-lite (Quake3) thrives on user/community contributions so helping out is always an option if you can meet the quality standards. ZEQ2 (Unity), however, was/is intended to have a connected team and a much cleaner set of principles governing organization, tasks, and so forth.
Currently, there are not enough active developers to even start the ZEQ2 project up. It's in a proof-of-concept stage from those who once worked on ZEQ2-lite and realized huge programmatic shortcomings. Additional developers can always change that, but a good understanding of game design, time availability daily, and a strong grasping of the English language would be necessary to make it happen.
Basically, you'll want to get your feet wet with ZEQ2-lite to learn the basis of editing and design principles in mind before escalating to the overarching ZEQ2 project.
