Can anyone give me Piccolo and Vegeta's animation bip file?

.bip files were not created. You can export your own bip files by using the motion tab of any .max file, however. There should be a thread or two going into more details somewhere on these forums. It should be moved to learning forum if not already.

Saving .bip files : Select a piece of an animated biped bone in 3dsmax. Go to the motion tab (the wheel). Click the save button (while not in figure mode [the little man]).

The issue you are showing in your screenshot relates to some referenced .bip file though (probably an unused or appended one). You'll need to ask MDave if the animations were only externally linked and not embedded into the .max file.
