Nice, and if they can make levels, it will be even more fun. You can't get rasengan until level 10 or you can't have sharingan if you are not from uchiha family.

There will be absolutely no levels, at least not the way you described it.  Instead, Super Saiyan, being a RP game, will focus on RP for character progression. This means that instead of killing 900 boars, you will have to actually experience the hours of training like the shinobi in the series experienced(Lee's endless taijutsu training on those poor logs or Sasuke's shuriken accuracy practice). However, we will have clans and their Kekkai Genkai, which will be restricted for their respective clan.
