Very, very, very good. But it still needs work, specially in the head. Hair is good, but needs a bit of work, and face is a bit flat.
Anyway, is really good, and if you wanted, you could release it.

There are wireframes showing on the arms
The face definitely needs some work too. His cheeks look swollen and the eyes need to be a lot smaller.

hmm... I'm not so sure, I think it's the angle at which the shot is captured
My version and his are a litte different since he is doing the textures.
the eyes are different size depending on what reference you look at, but its pretty much universal that his eyes get smaller after every transformation.

eyes are also way to big from that angle.
this might help a bit.

thanks I'll look into that, but the current size was actual from another reference *laughing out loud*
I'll play around with it to get the perfect blend I suppose.

Also, you have to create a different group for the eyes separated from the rest of the head/body. And then you can add a different, special shader for the eyes, to remove the shading/glowing effect of the eyes. Other than this and TRL's suggestion, it's looking great.

hmmm. so I quess those are the official models right.
When compared mine isn't so bad, just that the face is a little different and emirh08 is working on the detailed textures to make it look authentic.
thanks for the comment everyone, I really appreciate them.
@JadenKorn- thanks for the advice I'll see if I can do what you said.
@TRL- I used your reference to remodel the face and eyes a bit, and wow does it make a difference, now I just gotta adjust it some more to make it more accurate, thanks.
Also does anyone know if its possible to do any of the following without recoding anything:
1. have dual blast from each hand.
2. make separate animations cfg for each tier level

Don't know about the animations for different tiers, it should be possible though! Giving Super Saiyan 2 a different fighting stance for example.
The face still needs fixing. They eyes are about the right height, but they need to be less wide and more separated from eachother (a bigger gap between them).
His chin and cheek lines seem a bit off too. Maybe lower the angle of his cheek.
Try to smallen the nose a bit and move the moth closer to the nose. Move them both up a bit too.
The ankles need to be a lot less thick.
And the wristbands should wrap closer around his arms.
The arms could do with being less muscular too especially his lower arm seems to thick.
Finally his neck needs to twice as thin at least!

Alright. Let say you that you have all .skin files (head, upper, lower). Now in head_default.skin you have for example: gohanNormalHead,gohanHead
gohanNormalHeadEyes,gohanHeadEyes
HeadSprite,LODSprite
tag_head,
tag_eyes,
Alright, the keyword on the left side "gohanNormalHead" is basically the name of the model's head group (can be anything as long as you change it in the head_default.skin as well). The other one (gohanHead) is one of the shader name that tells it to which texture model to load and which shading technique to use. This also can be anything as long as it's the same in example Gohan.shader in ZEQ2/scripts folder. You basically have to select both eyes, rename it to something easy as gohanNormalHead eyes, then on the .shader file, you add: gohanHeadEyes
{
{
map players/Gohan/gohanHead.png
rgbGen identityLighting
}
}
then you won't get shader effects for your eyes, instead just for the rest of the body.

Alright I took some time to make a drawover.
I made some other changes as well that I didn't mention in my crits. Just put the 2 over eachother in Photoshop and hide/unhide to see the differences.
If you look closely there are quite a few.
