By the technical triangle counts, yes. Perceptually, you'll never be able to notice. It'll seem the same as usual due to the distance.

Wouldn't there be a resource problem though seeing as there'd be a lot of movement from place to place ingame though? Or in the case of Goku's instant transmission?

The texture-less technique means less memory overhead. Even with multiple progressive mesh level of detail models PER mesh, the memory overhead will still be much less than a textured approach.
If you are referring to "Scene Vastness" in conjuction with the "Texture-less" and "Aggressive LOD" methods, then you haven't seen anything yet

The LoD with ZEQ2 will not have a significant impact on the memory use of the graphics card. This kind of LoD(Pure 3D LoD not textures) will decrease the load on the GPU.
Because of this technique you will be able to use GPU's like the Geforce 2 MX, because you can determine the load(Be increasing/decreasing the LoD) of the GPU.

Actually it wouldn't, they just have to fine tune the LoD'ing. You are not see the eyes of Goku when he is just 10 pixels by 10 pixels.
Besides that, it's adjustable and people with very low end videocards will have to compromise.

I wouldn't worry about it really, because the time it will take the project to finish, the average computer will most likely be running on Dual Core.
