Is this an implementation of true cel-shading, I.e. shading affected by light sources, or a revision of the old shader method?

About half and half
It behaves like real cel-shading, but its actually similar to how tcGen enviornment shaders work in quake3.
Needed to use the engine code to make the effect work, but uses shaders in executing it

Im all for it. Makes it look more Anime'ish ALSO makes it so it isn't all bright and stuff. I also know that the series is bright, but I think having some shadows is good for a game like this (Cel-Shadow I mean) It's a good idea.
